NARRATIVE:
The installation of dedicated sewer bypass piping will allow Town staff or contracted operators to safely and efficiently divert flows during emergency situations, routine maintenance, or pump station repairs without the need for temporary or improvised setups. This will reduce response times, minimize the risk of sanitary sewer overflows, and improve overall system resilience.
Flow meters will be installed to provide continuous and accurate measurement of wastewater flows through each pump station. The collected data will allow the Town to better understand system performance, identify inflow and infiltration issues, track peak wet-weather flows, and support long-term planning and capital improvement decisions. Flow data will also assist with regulatory reporting and coordination with regional wastewater treatment facilities.

PROJECT DESCRIPTION:
The Town of Middletown proposes to assume ownership and long-term operation of an existing privately owned sewer pump station in order to ensure reliable service, regulatory compliance, and consistent maintenance standards. As part of this initiative, the current owner will be required to upgrade the pump station to meet all Town of Middletown sewer infrastructure specifications and applicable state and federal regulations prior to acceptance.

NARRATIVE:
Required upgrades will include, but are not limited to, structural improvements, pump and electrical system replacements, SCADA system, emergency backup power, domestic water and overall site safety and accessibility enhancements. Once the upgrades and the proper land easements be granted and verified by the Town, ownership of the pump station will be transferred to Middletown, allowing it to be incorporated into the Town’s public sewer system and maintained under established municipal operating standards.
This project will improve system reliability, reduce the risk of equipment failure and environmental impacts, and ensure long-term, consistent operation for the benefit of the surrounding community.

NARRATIVE:
The new LED streetlights will significantly reduce energy consumption and maintenance costs compared to traditional lighting systems, supporting the Town’s sustainability and cost-saving goals. LEDs also provide improved light quality, increased reliability, and longer service life, resulting in fewer outages and reduced disruption to residents.
A key feature of this conversion project is the implementation of advanced lighting controls. The Town of Middletown will retain the ability to adjust light output levels, allowing streetlights to be brightened or dimmed as needed. This flexibility enables the Town to respond to changing conditions, special events, seasonal needs, public safety considerations, and community feedback, while also minimizing unnecessary light spill and energy use.

Replace older 1950's pump station with minimal upgrades dating back to the 1980's. Pump Station is in Poor condition with regard to structure, mechanical systems, electrical systems and generator. Pump Station services approximately 80 single family residences, Oxbow Farms multi-family units, and flow from JH Dwyer Pump Station.

NARRATIVE:
The pump station that serves this area was first built in the 1950s and has only had minor upgrades since the 1980s. Because of its age, the building, equipment, electrical systems, and backup generator are all in poor condition and no longer reliable.
This station is an important part of the community’s sewer system. It handles wastewater from about 80 single-family homes, the Oxbow Farms apartments, and also takes flow from the JH Dwyer Pump Station. Replacing it is necessary to ensure dependable service, reduce maintenance issues, and provide a modern system that meets today’s standards.
A new station will improve safety, reliability, and efficiency, and will ensure this critical piece of infrastructure continues to serve the neighborhood for decades to come.

The Town is embarking on a project to design and construct four new outdoor pickleball courts as part of an effort to enhance recreational amenities and respond to the growing demand for public pickleball facilities. This initiative reflects the Town’s commitment to promoting active lifestyles, community engagement, and the expansion of accessible, high-quality outdoor spaces.
The four (4) outdoor pickleball courts will be located at the John Clarke Memorial Park on John Clarke Road. The project will begin with a comprehensive design phase, during which site assessment, layout planning, and engineering considerations will be addressed to ensure the courts meet industry standards and community needs.
Upon completion, the new pickleball courts will serve as a year-round asset for residents and visitors alike.

Project Description:The Town of Middletown is initiating a critical infrastructure project to replace the existing culvert carrying Baileys Brook beneath Green End Avenue and Maidford River beneath Berkeley Ave. These culverts play a vital role in conveying streamflow from Baileys Brook into Green End Pond and the Maidford River into Third Beach Harbor.
In both cases the existing culverts are aged, undersized, and structurally deficient, contributing to roadway flooding, streambank erosion, and impaired hydraulic connectivity. The proposed project will replace both current structures with modern, properly sized culverts designed to meet current environmental, hydraulic, and structural standards. Other benefits of the project include; restoring natural stream flow and improving aquatic organism passage, reducing flood risk to adjacent properties and infrastructure, enhancing water quality flowing into Green End Pond and Third Beach Harbor. The project will also increase resilience to climate change impacts, including more frequent and intense storm events.

NARRATIVE:
We have contracted with OpenGov to allow VGSI, the town's Computer Assisted Mass Appraisal (CAMA) provider, to access and download permits on a monthly basis. We will be working with Michelle Spero as an outside consultant.
Met with Michele Spero and Chris Costa on November 4, 2025 to discuss the intergration of CAMA and Opengov. Michele has conducted a thorough analysis of data from both systems. She identified a number of properties in Opengov which were missing correct plat/lot designations. There are a number of properties with multiple buildings that do not lend themselves to proper analysis using current methodologies. I provided field cards for all of these properties. And we agreed to discuss them at our next meeting.
Met with Michele and Chris again on December 18. At this meeting we discussed ways to best match properties in CAMA and Opengov using a common identifier.
I met with Michele on December 23 to further discuss the common identifier. I sent her copies of past tax rolls which she was going to look at.

In November 2023, Middletown voters approved a $190 million bond to construct a 211,000 square foot building that will serve about 1,100 students, grades six through 12. The new school building will be located just north of the current Gaudet Middle School, which will be demolished and replaced with recreational playing fields once the new facility is completed.

RI Energy is in the process of reloacting the gas line with no distrcuption to service into gaudet. Deck's in HS wing are being prepared for concrete slab pour. That will start in January. Underground plumbing and elctrcical is ongoing. Soon the building will be wrapped and temporary heating will be set up for work during winter months

We are fully in the planning process for start of Phase II in the spring

The Purgatory Road Sidewalk Project is a critical infrastructure initiative designed to enhance pedestrian safety, accessibility, and connectivity along one of the community’s most traveled local roads. Purgatory Road serves residential neighborhoods, local schools, and recreational areas, yet currently lacks continuous sidewalk coverage, creating unsafe conditions for pedestrians and other non-motorized users.
This project proposes the design and construction of new sidewalk segments along Purgatory Road to fill in existing gaps, ensure ADA compliance, and establish a safer, more accessible route for pedestrians of all ages and abilities. Improvements will include the installation of concrete sidewalks, ADA-compliant curb ramps, improved crosswalks, and drainage upgrades where necessary. Where space allows, streetscape enhancements such as landscaping and signage will be incorporated to promote walkability and community character.
By providing a continuous and accessible pedestrian corridor, the project supports broader community goals of reducing reliance on vehicles, promoting active transportation, and increasing safety for all users. Manage annual road paving projects utilizing pavement upgrade and/or pavement preservation techniques. Pavement Management Program details current condition assessment and ranking. Paving Scope(s): full depth mill to gravel base, gravel base to be replaced if existing gravel base is substandard, 2.5" binder and 1.5" top course; mill 1.5" and 1.5" top course.
This Project includes full depth replacement of road base on Miantonomi Ave, Boulevard and Rosedale Terr followed by asphalt binder and top coat. With new drainage improvements installed on these roads and also new sewer main installed on Rosedale Terr. This project also included cold plain recycling of the existing road base with regrading of the road for the asphalt binder and top coat.

NARRATIVE:
The contractor has completed the pavement top coat on Rosedale Terr, Ellen Rd, Columbia Ave, Sherwood Rd, Gibson Rd and Boulevard from West Main Rd to Nicholas Crescent. The Town's consulting engineering firm Crossman Engineering, Public Works and Town Engineer have reviewed the deficiencies on Boulevard and Miantonomi Ave. We have concluded that an unusually high groundwater table has caused numerous failures of the newly installed roadway system. Crossman has prepared a draft design of corrective measures to rectify these deficiencies. RI Energy Gas has given verbal approval of the proposed design.
Design and pricing have been approved and the contractor was awarded the contract for the repairs to Miantonomi Ave and the Southern section of Boulevard.

The City of Newport and the Town of Middletown have partnered to develop a Community Learning Center at the Florence Gray Center in Newport. This initiative has secured a total of $7.5 million in federal funding through Rhode Island's Community Learning Center Municipal Grant program, part of the state's Coronavirus Capital Projects Fund. The project is led by the Newport Housing Authority and the Boys and Girls Clubs of Newport County, with support from both municipalities. The center aims to offer programs focused on education, workforce development, and health monitoring, serving residents of both communities. The collaboration between Newport and Middletown reflects a commitment to enhancing community services and resources, fostering a culture of learning, and improving the well-being of residents in both municipalities.

The Middletown Public Library is relocating to a 29,952-square-foot building at 110 Enterprise Center, saving taxpayers at least $14 million compared to previous plans. Purchased for $3.3 million, the property requires minimal renovations, offers ample parking, and enhances accessibility for patrons. The new facility will feature expanded spaces for teens, meetings, and study rooms, improving library services for the community.

Design Development Drawing budgets have been reconciled; we are still working on Construction Documents to be completed. We are still heavily engaged in reviewing the final design and soon will be working on colors and furniture. The application for approval on reimbursement has been submitted and we await comments and approval. We are preparing for that with the assembly of early bid packages. If all goes well with approval, we will be able to stay on time. Any change to schedule if needed will happen once we get final approval but as of right now, we will be able to meet initial date.

Develop a plan to improve Dunlap-Wheeler Park to better serve the community, in the context of infrastructure improvements envisioned for lower Aquidneck Avenue. The park is in a highly visible location and serves as a gateway to Middletown and the Atlantic Beach District. It has potential as a community gathering place, but currently it has few amenities.

Presentation of initial concept plan to Open Space & Fields Committee for discussion happened on March 19, 2025, during the committee's regular meeting. Based on the committee's input and that of the Tree Commission the concepts were refined and prepared for a public workshop designed to gather community input on the project. This public workshop was held on June 17th where a single preferred concept was presented. The concept has been further refined and will be presented to the Town Council with a request to proceed to full design and permitting. The proposal provided by the design consultant for this work is being reviewed by the Town's on-call engineering consultant.

The Comprehensive Plan Update Committee with consultant assistance from Stantec is in the process of drafting the next comprehensive plan for the Town. The effort began with the housing element and has continued with work on the transportation, climate change/resilience, and land use elements. Monthly committee meetings as well as public workshop sessions have been held. Final draft of the full comprehensive plan to be completed by the end of January 2026.

A public workshop was held Jan. 23, 2025. With input used to craft the vision statements and priorities for each plan element. The next public workshop meeting was held on June 12th to present and accept input on draft strategies and actions for each plan element. The input received was used help craft the action items for each of the elements.
Over the Summer the consultant team and Town staff worked to produce the drafts of each element which are currently being reviewed by to the Comp Plan Update Committee. The final public workshop meeting hosted by the Comp Plan Update Committee was held on October 16th to invite input on the draft elements. During the committee meeting held on December 11th the committee voted to forward the draft plan to the Planning Board. Next, public hearings will be held by the Planning Board and Town Council before the plan is adopted in early 2026.

PROJECT DESCRIPTION:
In October 2024, the council announced it had signed a 99-year agreement with local developers for the 15 acres of town property along West Main Road. The town properties include the former Navy Lodge land at the corner of Coddington Highway and West Main Road; the West Main Road Recreational Complex with Pottsy Field; the Middletown Public Library; and the former Kennedy School site. The agreement is to develop the land as a mixed use development with a hotel, retail, office and residential housing. Once completed, this proposed development will generate $1 million-plus annual revenue for the town in lease payments, hotel and meal tax, and commercial property taxes.

The proposed zoning ordinance and comp plan amendments needed to allow the development to proceed were considered during Planning Board meetings held on February 5th, April 3rd and April 24th 2025. On April 24th the Planning Board voted unanimously to send the proposed amendments to the Town Council with a positive recommendation, subject to certain requested modifications. The Town Council must consider the Planning Board's recommendations and decide whether to adopt the amendments. The formal Town Council public hearing was opened on September 16th during a special meeting held at Middletown High School. The Council voted to receive the amendments on first reading. The public hearing was left open and continued for second reading during a special meeting on September 30th. That meeting was cancelled due to a change in the makeup of the developer team. The meeting has not been rescheduled. The amendments, if adopted, would be subject to the Town first securing approval to relocate the land use restriction currently on the West Main Recreation Complex.
If the amendments are ultimately adopted, the developers would then be able to submit the land development project application to the Planning Board for consideration.

NARRATIVE:
In June 2025, end users from both entities received training on the specific modules relevant to their respective departments. The Finance Office is continuing to implement the payroll & human resources modules. In the coming weeks the Finance Office will start a parallel process between actual payroll and a test one in the new system to help with refinement.
October 28, 2025 - The Town Finance staff continues to run parallel payrolls in the off weeks of the normal payroll processing. The refinement process is still ongoing.

PROJECT DESCRIPTION:
Engineering services contract with VHB to design improvements based on the Atlantic Beach Master Plan, completed August 2007. Proposed improvements include reconstruction of Aquidneck Ave., realignment of travel lanes, sidewalk installation and improvements, drainage improvements, street furniture (benches, trash receptacles), street trees, and decorative street lighting includes Newport Ave./Aquidneck intersection modification. The Town Council has also decided to proceed with the design for undergrounding the overhead utility lines in conjunction with the streetscapes project. The Town's engineering consultant has been engaged to coordinate with utility companies.
CONTINGENCIES:
Project completion depends on Town Council authorization to proceed to final design.
NARRATIVE:
The 30% design plans have been completed, reviewed by town officials & committees, and presented during a public workshop meeting. On March 3rd 2025, the Town Council approved the plans to proceed to 90% design. The 90% plans will be designed to accommodate undergrounding of overhead utilities in the event that funding for that aspect of the project is identified in the future. The intent is for construction of the streetscapes and utilities undergrounding projects to occur at the same time. The Town's engineering consultants are currently working to complete the 90% plans, and are engaged in coordinating the design work with the three utilities involved to potentially underground overhead lines (RI Energy, Cox, Verizon). RI Energy design work is expected to be complete in Spring 2026 , following which designs by the other utilities will be completed and a total cost estimate for undergrounding will be prepared. Once the Town Council determines whether or not undergrounding will proceed the 90% streetscape design plans will be finalized.

PROJECT DESCRIPTION:
The Town of Middletown purchased property and is planning affordable housing at 351, 361, and 393 East Main Road, a 4.5-acre site across the street from Town Hall. The project plans to construct 20 to 30 deed-restricted homes for first-time homebuyers, targeting residents earning up to 120% of the area median income. The town received nearly $2 million in funding from Rhode Island Housing for this initiative. Design firms are currently being solicited to advance the project.

NARRATIVE:
The application for Master Plan for East Main Road Housing was approved by the Planning Board on December 10 in anticipation of the upcoming funding round from RI Housing and the State Department of Housing for homeownership developments expected in January 2026.
An RFP for a developer is being finalized and should be issued in January. State money is expected to be announced in the first quarter of 2026.
