The Town is embarking on a project to design and construct four new outdoor pickleball courts as part of an effort to enhance recreational amenities and respond to the growing demand for public pickleball facilities. This initiative reflects the Town’s commitment to promoting active lifestyles, community engagement, and the expansion of accessible, high-quality outdoor spaces.

The four (4) outdoor pickleball courts will be located at the John Clarke Memorial Park on John Clarke Road. The project will begin with a comprehensive design phase, during which site assessment, layout planning, and engineering considerations will be addressed to ensure the courts meet industry standards and community needs.

Upon completion, the new pickleball courts will serve as a year-round asset for residents and visitors alike.

NARRATIVE:

The project will begin in July 2025 with a comprehensive design phase, which will lay the foundation for a successful and efficient construction process. During this phase, the selected design team will conduct a thorough site evaluation, including surveying, topographical assessments, drainage studies, and utility reviews. This information will be used to determine the most suitable court layout and orientation, with consideration given to sun angles, wind exposure, spectator areas, parking access, and ADA compliance.

Initial conceptual designs will explore court configurations and related amenities such as perimeter fencing, and signage. The design team will work closely with municipal staff and stakeholders to ensure the plan meets both regulatory requirements and community expectations. Where appropriate, public input may be solicited to guide key design decisions and ensure the project reflects the recreational priorities of the residents.

The design documents will include detailed site and grading plans, construction specifications for court surfaces (such as asphalt or post-tensioned concrete with acrylic coatings), drainage improvements, and all necessary permitting documentation. A comprehensive construction cost estimate and phasing plan will also be developed to support project budgeting and funding applications.

Once the design is finalized and approved, the project will proceed into the construction phase, pending funding and permitting. This phase will include site preparation, grading, base installation, surfacing, line painting, fencing, equipment installation, and any planned landscaping or site improvements.

PROJECT DESCRIPTION:

The present Witherbee Schoolhouse is the third or fourth schoolhouse situated in the Bailey's Brook Valley, on the northeast corner of Valley Road and Green End Avenue. There is no documentation, though evidence suggests a school in this area about 1819, known as the "Alley' (perhaps a misspelling of "valley") School District. Another schoolhouse was built in 1840 but not well attended; it was "small, old and uncomfortable" and only ten or twelve of the District's twenty-eight school age children attended with any regularity.

The present site was conveyed to Middletown School District No. 2 by the then land-owner, Sophia Witherbee, in 1891. The 1892 "Witherbee" schoolhouse was built by Joseph Coggeshall at a cost of $1,975 and paid for by a special levy on the District Two taxpayers. This building was destroyed by fire in 1907 and immediately rebuilt, on the 1892 foundation, to the same design, by John R. Coggeshall, son of Joseph, at a cost of $3,500: this time paid for by a general levy on all town taxpayers. The entire building inside and out needs some repairs to walls and ceilings and painting done. There is also some carpentry work needed

Town has approved funding in the current CIP plan and we have also received a grant of $25,000 to help offset some of the cost. Cost for the project will be $74, 264. DMP Painting has been selected to do the project and work should be starting the last week of August

The Middletown Fire Department is undertaking the scheduled replacement of two aging ambulances as part of our ongoing commitment to ensuring the safety and well-being of our community and firefighters.

NARRATIVE:

The project includes replacing a 2011 ambulance, which has exceeded its expected service life, and a 2018 ambulance, which is experiencing increasing maintenance needs due to high call volume and wear.
Two new ambulances have been ordered and will take about 24-28 months to build. This makes their scheduled delivery date in the late winter of 2027. These state-of-the-art vehicles will be equipped with updated safety features, advanced life-saving equipment and enhanced reliability to support the departments ability to respond effectively to all medical emergencies.

PROJECT DESCRIPTION:

Project Description:The Town of Middletown is initiating a critical infrastructure project to replace the existing culvert carrying Baileys Brook beneath Green End Avenue and Maidford River beneath Berkeley Ave. These culverts play a vital role in conveying streamflow from Baileys Brook into Green End Pond and the Maidford River into Third Beach Harbor.
In both cases the existing culverts are aged, undersized, and structurally deficient, contributing to roadway flooding, streambank erosion, and impaired hydraulic connectivity. The proposed project will replace both current structures with modern, properly sized culverts designed to meet current environmental, hydraulic, and structural standards. Other benefits of the project include; restoring natural stream flow and improving aquatic organism passage, reducing flood risk to adjacent properties and infrastructure, enhancing water quality flowing into Green End Pond and Third Beach Harbor. The project will also increase resilience to climate change impacts, including more frequent and intense storm events.

The Town of Middletown is renovating the existing Middletown High School into a consolidated elementary school for grades 2 through 5, including administrative and maintenance offices. This transformation is part of a broader $190 million bond initiative approved by voters in November 2023, which also includes constructing a new combined middle-high school. The project aims to modernize educational facilities, enhance learning environments, and extend the useful life of existing buildings.

NARRATIVE:

The bidding and scope review of remaining RTA's is ongoing. We have ended the work that was scheduled of this summer with the Fire Sprinkler system work being moved to next summer. All contractors have left the site for the start of school. Sitecon has completed all phase 1 demo and cleanup (oil tanks removal, tunnel cleanup and abatement, courtyard concrete/CMU elements removal) as well as additional work: cleanup utilities entry vault, tunnel trash removal, additional concrete pad removal in North Courtyard. We are currently compiling pricing for finishing off both courtyards. Arden completed all 81 mechanical piping repair items as well as additional work including: Heating system draindown, water system bypass to maintain bathroom operation during repairs and 3” water main replacement.
Vision Energy has completed 90% of the lighting repalcment. Both phases I and II combined will address upgrading all area's of the school with new LED lights and controls that don't presently have them. This project will carry into the beginning of the school with project moving to second shift once school starts
We will be reviewing RI energies proposal to upgrade the HVAC control system to match what is being install in the new MSHS building. The goal is to have every Town building be on the same platform/system. Both lighting and and controls are being funded outside of bond money but will be submitted for reimbursement through RIDE

The project is on time and on budget.

Over the past several years, the Middletown Fire Department has faced increasing maintenance costs and growing reliability concerns due to the age and wear of our current frontline apparatus. The Town has ordered two new fire engines which represent a major investment in public safety, and a long-term commitment to protecting our residents, visitors, and businesses.

NARRATIVE:

We are proud to share with our Middletown community that two new Pierce fire trucks officially went into production this week, with final delivery expected this September. These vehicles will replace two of our department’s oldest and most heavily used fire engines, ensuring our firefighters have the tools they need to respond safely and efficiently to emergencies throughout town.

The new Pierce apparatus is now in production at the Bradenton Florida facility. The week of August 16, the fire pump was joined with the pump house structure, and the body began fabrication. Next week The pump house may begin the paint process, and the body may finish with fabrication.

The week of September 1, the pump house began final pump assembly. The body was in staging. Next week the pump house should finish final pump assembly, and the body should begin to receive trim and wiring harnesses.

As we look forward to the arrival of these new trucks this fall, we remain committed to transparency, safety, and readiness—ensuring Middletown continues to be a safe place to live, work, and visit.

PROJECT DESCRIPTION:

The Purgatory Road Sidewalk Project is a critical infrastructure initiative designed to enhance pedestrian safety, accessibility, and connectivity along one of the community’s most traveled local roads. Purgatory Road serves residential neighborhoods, local schools, and recreational areas, yet currently lacks continuous sidewalk coverage, creating unsafe conditions for pedestrians and other non-motorized users.

This project proposes the design and construction of new sidewalk segments along Purgatory Road to fill in existing gaps, ensure ADA compliance, and establish a safer, more accessible route for pedestrians of all ages and abilities. Improvements will include the installation of concrete sidewalks, ADA-compliant curb ramps, improved crosswalks, and drainage upgrades where necessary. Where space allows, streetscape enhancements such as landscaping and signage will be incorporated to promote walkability and community character.

By providing a continuous and accessible pedestrian corridor, the project supports broader community goals of reducing reliance on vehicles, promoting active transportation, and increasing safety for all users. 2025 Red Road Paving Project

Manage annual road paving projects utilizing pavement upgrade and/or pavement preservation techniques. Pavement Management Program details current condition assessment and ranking. Paving Scope(s): full depth mill to gravel base, gravel base to be replaced if existing gravel base is substandard, 2.5" binder and 1.5" top course; mill 1.5" and 1.5" top course.

This Project includes full depth replacement of road base on Miantonomi Ave, Boulevard and Rosedale Terr followed by asphalt binder and top coat. With new drainage improvements installed on these roads and also new sewer main installed on Rosedale Terr. This project also included cold plain recycling of the existing road base with regrading of the road for the asphalt binder and top coat.

NARRATIVE:

The contractor is remobilizing on August 1, 2025 to prepare for top coat Rosedale Terr, Ellen Rd, Columbia Ave, Sherwood Rd and Gibson Rd. The Town's consulting engineering firm Crossman Engineering, Public Works and Town Engineer are reviewing deficiencies on Boulevard and Miantonomi Ave. We have concluded that an unusually high groundwater table has caused numerous failures of the newly installed roadway system. Crossman has prepared a draft design of corrective measures to rectify these deficiencies.

The City of Newport and the Town of Middletown have partnered to develop a Community Learning Center at the Florence Gray Center in Newport. This initiative has secured a total of $7.5 million in federal funding through Rhode Island's Community Learning Center Municipal Grant program, part of the state's Coronavirus Capital Projects Fund. The project is led by the Newport Housing Authority and the Boys and Girls Clubs of Newport County, with support from both municipalities. The center aims to offer programs focused on education, workforce development, and health monitoring, serving residents of both communities. The collaboration between Newport and Middletown reflects a commitment to enhancing community services and resources, fostering a culture of learning, and improving the well-being of residents in both municipalities.

The CLC Director is continuing to do community outreach seeking input from Middletown and Newport residents and is in the beginning stages of developing a website which will include project updates, opportunity for community feedback, and the ability to sign up for programs once the site is operational.

7/1/25
The Florence Gray Community Learning Center project design team has completed their 50% Construction Documents which is currently being estimated by the Architect’s estimating consultant as well as the Construction Manager, Ahlborg Construction. The project team is working on a construction sequencing, logistics, and schedule which has involved close coordination with all building tenants. Construction work at the vacant Gallagher Wing is tentatively scheduled to begin late August 2025. The CLC Programming Director is actively working with existing program providers and in communication with potential new program providers for the Community Learning Center.

The Middletown Public Library is relocating to a 29,952-square-foot building at 110 Enterprise Center, saving taxpayers at least $14 million compared to previous plans. Purchased for $3.3 million, the property requires minimal renovations, offers ample parking, and enhances accessibility for patrons. The new facility will feature expanded spaces for teens, meetings, and study rooms, improving library services for the community.

The Architects are still in the process of developing Schematic Design plans. They will be complete mid-September. We do have a basis of design picked out but are still refining that. Ahlborg has been selected as the CMaR ( Construction Manager at Risk) for the project. We are presently working with the Towns legal team to finalize their contract. Once contract is done and approved, they will start going out with early bid packages like demo. We should be starting that process by the end of September which puts us in a good place to finish the project in June/July 2026.

NARRATIVE:

Presentation of initial concept plan to Open Space & Fields Committee for discussion happened on March 19, 2025, during the committee's regular meeting. Based on the committee's input and that of the Tree Commission the concepts were refined and prepared for a public workshop designed to gather community input on the project. This public workshop was held on June 17th where a single preferred concept was presented. The concept will be further refined and presented to the Town Council in the Fall.

The Comprehensive Plan Update Committee with consultant assistance from Stantec is in the process of drafting the next comprehensive plan for the Town. The effort began with the housing element and has continued with work on the transportation, climate change/resilience, and land use elements. Monthly committee meetings as well as public workshop sessions have been held. Final draft of the full comprehensive plan to be completed by November 2025.

NARRATIVE:

A public workshop was held Jan. 23. With input used to craft the vision statements and priorities for each plan element. The next public workshop meeting was held on June 12th to present and accept input on draft strategies and actions for each plan element. The input received will be used help craft the action items for each of the elements.

Over the Summer the consultant team and Town staff will work on producing the drafts of each element which will be presented to the Comp Plan Update Committee in the Fall. The next monthly committee meeting will be on September 11th, 6pm.

PROJECT DESCRIPTION:

In October 2024, the council announced it had signed a 99-year agreement with local developers for the 15 acres of town property along West Main Road. The town properties include the former Navy Lodge land at the corner of Coddington Highway and West Main Road; the West Main Road Recreational Complex with Pottsy Field; the Middletown Public Library; and the former Kennedy School site. The agreement is to develop the land as a mixed use development with a hotel, retail, office and residential housing. Once completed, this proposed development will generate $1 million-plus annual revenue for the town in lease payments, hotel and meal tax, and commercial property taxes.

NARRATIVE:

The proposed zoning ordinance and comp plan amendments needed to allow the development to proceed were considered during Planning Board meetings held on February 5th, April 3rd and April 24th. On April 24th the Planning Board voted unanimously to send the proposed amendments to the Town Council with a positive recommendation, subject to certain requested modifications. The Town Council will consider the Planning Board's recommendations and hold public hearings on the comprehensive plan and zoning ordinance amendments in September. The amendments would be subject to the Town first securing approval to relocate the land use restriction currently on the West Main Recreation Complex.

If the amendments are ultimately adopted, the developers would then be able to submit the land development project application to the Planning Board for consideration.

The Town of Middletown and the School Department have begun implementing a new consolidated financial software system, replacing their previously separate systems with a unified platform. In June 2025, end users from both entities received training on the specific modules relevant to their respective departments. As of July 1, 2025, the Town and School are officially live with the general ledger component of the new software, enabling centralized financial tracking and reporting. Meanwhile, the Finance Office continues work on implementing the payroll module for both the Town and the School, which remains an active phase of the broader system rollout.

The Town Council has also decided to proceed with the design for undergrounding the overhead utility lines in conjunction with the streetscapes project. The Town's engineering consultant has been engaged to coordinate with utility companies.

NARRATIVE:

The 30% design plans have been completed, reviewed by town officials & committees, and presented during a public workshop meeting. On March 3rd, the Town Council approved to proceed to 90% design. The 90% plans will be designed to accommodate undergrounding of overhead utilities in the event that funding for that aspect of the project is identified in the future. The Town's engineering consultants are currently working to complete the 90% plans. The consultant has also been engaged to coordinate the design work of the three utilities to underground overhead lines (RI Energy, Cox, Verizon)

PROJECT DESCRIPTION:

The Town of Middletown purchased property and is planning affordable housing at 351, 361, and 393 East Main Road, a 4.5-acre site across the street from Town Hall. The project plans to construct 20 to 30 deed-restricted homes for first-time homebuyers, targeting residents earning up to 120% of the area median income. The town received nearly $2 million in funding from Rhode Island Housing for this initiative. Design firms are currently being solicited to advance the project.

NARRATIVE:

Horsley Witten Group, the project's civil engineer is performing all tasks in preparation of a Comprehensive Permit application to the Planning Board in mid-September to include layout, drainage, road design, traffic, RIDOT access, RIDEM permitting, emergency access, etc. Once we have a schematic engineering design, we will issue a Request for Proposals from developers so they can submit for financing and finish design, construction and sales. This should also happen between now and October.
